Abstract

This article examines the economic and institutional significance of recent public procurement reforms in strengthening the material and technical base of higher education institutions in Uzbekistan. The study focuses on the role of Presidential Decrees No. PF–259 and No. PF–17 in improving procurement procedures, enhancing transparency, reducing transaction costs, and creating more flexible mechanisms for the acquisition of scientific equipment, laboratory facilities, educational literature, and research infrastructure. The methodological framework is based on legal and regulatory analysis, institutional analysis, comparative assessment, and selected elements of cost–benefit analysis. The article evaluates the potential impact of direct procurement, the request-for-proposals procedure, customs privileges, industry–academic cooperation, and consolidated procurement mechanisms on the modernization of university infrastructure. The findings suggest that the new institutional approaches in public procurement can contribute to faster procurement cycles, lower costs, improved access to modern research equipment, and enhanced innovation capacity of higher education institutions. The article also emphasizes the need to develop an empirical monitoring system to assess the practical effectiveness of these reforms.
