Abstract
This article examines the importance of public participation in the development and adoption of normative legal acts. It analyzes the legal foundations of citizen involvement in lawmaking processes, including constitutional provisions and requirements for public discussion of draft regulations. The study highlights the role of public opinion in improving the quality, effectiveness, and social relevance of legal documents. Particular attention is given to mechanisms such as public consultations and regulatory impact assessment, which ensure transparency and accountability in decision-making. The article also emphasizes that active citizen participation contributes to preventing practical problems, reducing unnecessary costs, and strengthening trust between the state and society. It concludes that public involvement is both a right and a civic duty, essential for building a fair and effective legal system.
