Abstract
The 2026 law on Islamic banking activity created a legal foundation for the market, but its practical success depends on qualified human capital. The article analyses the global talent gap in Islamic finance, Uzbekistan's fragmented educational landscape and its personnel needs, and substantiates the author's proposed competency framework, personnel-assessment methodology and integrated education infrastructure.
