Abstract
Based on a retrospective analysis of primary archival records from 1926–1928, this article comprehensively examines the phenomenon of child homelessness and neglect in the Uzbek SSR, evaluating its structural determinants, demographic parameters, and regional distribution. Through a critical academic discourse, the study evaluates the palliative interventions implemented by the Soviet authorities to mitigate the destructive outcomes of this deviant social crisis. Furthermore, it exposes the repercussions of acute budgetary deficits and institutional-legal lacunae, while unmasking the endogenous destabilizing factors operative within specialized child-welfare institutions.
