Abstract

The article examines the role of leading international institutions such as the Organisation for Economic Co-operation and Development (OECD), Open Government Partnership (OGP), United Nations (UN), and the World Bank in the process of implementing standards of openness in public administration, as well as the transition to the “open government” model as a systemic paradigm shift in which transparency and accountability are key factors of public trust in government.

The article thoroughly highlights mechanisms for implementing international standards, including regulatory frameworks, technical assistance, and monitoring systems. Special attention is given to the practical experience of the Republic of Uzbekistan, which demonstrates significant progress in global openness rankings such as Open Data Inventory (ODIN) through close cooperation with international partners and the implementation of innovative governance methodologies at the local level.
