Abstract

This thesis analyzes the methodological foundations for strengthening leadership, organizational culture, and public participation in the mahalla administration system. It highlights the role of the mahalla institution in modern governance processes, as well as its importance in ensuring social stability and developing civil society.

The study scientifically and theoretically substantiates the leadership competencies of mahalla leaders, management culture, methods of effective communication with the population, and mechanisms for increasing public engagement. In addition, the effectiveness of digital governance, innovative approaches, and social partnership tools in mahalla administration is analyzed. The thesis also develops proposals and recommendations aimed at improving organizational culture, expanding citizens’ participation in decision-making processes, and strengthening leadership potential to enhance the effectiveness of mahalla governance.
